IN THE COVID_19 PROCESS HIGHER EDUCATION AND QUALITY STUDIES IN TURKEY AND THE WORLD
Malatya Turgut Ozal University (MTU) arranged Online program on ” Higher Education and Quality Studies in World and Turkey in the process of Covid_19″ and Higher Education Quality Committee Chairman Prof. Dr. Muzaffer Elmas joined the program as a speaker.
In line with the measures taken within the scope of the fight against Covid_19, in addition to the courses given over the Distance Education Application and Research Center (MTÜ-UZEM) system at Malatya Turgut Özal University, scientific, academic and administrative meetings are also held online.
Chairman of the Higher Education Quality Board Prof. Dr. Muzaffer Elmas, Rector Prof. Dr. Aysun Bay Karabulut, vice-rectors, managers, academics, members of the MTÜ Quality Board attended to the online meeting.
Malatya Turgut Özal University Rector Prof. Dr. Aysun Bay Karabulut who opened the online meeting, “I would like to thank my teacher Muzaffer Elmas who is the Chairman of the Higher Education Quality Board for an online meeting.” said and added “As you know, when our university was first opened, we had five faculties, and now we have a faculty of Health Sciences. As the university that produces quality studies, we have studies about apricot and about Malatya’s own value.
We have an apricot and Product Development Application Research Center. We put out products. We think the products we produce here will benefit society. Again, we have disinfectant production on this issue. We worked with special formulas on this subject. We want to congratulate you. The Higher Education Quality Board became a member of the European Higher Education Quality Assurance Association. This has been a source of pride for us. It was a big struggle, I know it was very difficult to be accepted. We really appreciate you doing this .” said.
In the online meeting, the presentation of ‘MTU Quality Assurance System’ prepared by MTU Quality unit was also made.

Congratulations, we wish you ease. I graduated from the Faculty of Civil Engineering at ITU. Malatya Deputy Bülent Çaparoğlu was considered our brother at the faculty. Through him, I had the opportunity to meet the late Özal. I got most of my life philosophy and logic from the late Özal. He was a forward-looking, merit-based, practically feasible person, very knowledgeable, well-equipped. Rest in peace. Higher Education Quality Board Chairman Prof. Dr. Muzaffer Elmas, “What we want is this; Our universities should draw a road map considering the developments in the world, the goals of the country, the mission of the place where they are located and the opportunities of the university. Every university is different here, universities are autonomous. When the university does this, it already runs a quality process. This is our expectation. As our Quality Board, our target is; It is our agency to be compatible with all world agencies, but also take into account the conditions of our country. Our goal is to establish the quality culture of universities. There are upper roof organizations in the world that show how this is done. One of them is the European Association for Quality Assurance in Higher Education (ENQA). We’re trying to make Turkey a full member in 15 years here. With the law enacted in 2017, an independent agency was established, and with this agency, we became a full member of ENQA last week within 2 years. It was an important job in our country. It happened after a very long time. YÖEK took the initiative in this regard and made it independent 3 years ago. Therefore, the support and contributions of YÖK are important. We became a full member of the Asia Pacific Agencies Union a month ago. There is a roof organization in America right now, its membership process is about to end, so we will be a quality agency that is a full member of all agencies in the world. ”
Prof. Dr. Elmas says, “While everything changes, quality and accreditation change. The systems where bureaucracy is less and plain are very important. While establishing these systems within universities, they should be simpler and result oriented. That’s why we say that building a system is a very important process. The world is changing, not by saying that we should change. It is by installing a system. We also see this at Malatya Turgut Özal University. The system is a collaborative job. ” said

Congratulating Malatya Turgut Özal University for establishing a distance education system, Prof. Dr. Muzaffer Elmas spoke as follows: “The education system proposed by the world is already co-education, that is, the information part will be given from far, other parts such as the application will bring competence to the student face to face. Distance education is something that has a different meaning and definition for each department, for each course within the department. As the Quality Board, we have added the distance education module to our works. Now we are in an epidemic period, a serious trauma period. Here the spectrum of this can be very wide. We shouldn’t be too judgmental here. The closer we get to the ideal, the more successfully we go through this process. It has different parameters. You already know them. There is a way of giving and transferring lessons, and a management panel. This management panel is the most important part, you have established this as a university, congratulations.
